DOVER, Del. (AP) — The state Senate is set to vote on giving Delaware's community college system authority to issue bonds to finance capital improvements.


Tuesday's scheduled vote comes after a failed attempt by Democrats to ram the legislation through the chamber last week without a committee hearing, just one day after it was introduced.

The proposal is an alternative to earlier legislation that would have imposed a statewide property tax to benefit Delaware Technical and Community College.

The bill introduced last week called for the bonds to be paid off by a new infrastructure fund bankrolled by an annual earmark from the legislature's capital budget committee.

That legislation has been revised to clarify that no promissory notes or bonds could be issued without prior approval by the legislature in the annual capital budget.
